Dave was born in Charleston, West Virginia,  graduated with a Bachelor of Arts degree from Marshall University in 1971; and a Doctorate of Jurisprudence from West Virginia University in 1977.  Dave has concentrated in Real Estate Law and Estate Planning since graduation.  He has also been employed both full time and part time as a professor at Fairmont State University and West Virginia University in said institution's Colleges of Business and Economics.

Dave has been a member of the Morgantown Rotary Club since 1979.  At the club level he has served as President and since 1980 has been in charge of Group Study Exchange for the greater Morgantown area Clubs.  He is also active at the District level with Group Study Exchange. 

In 1971, Dave was awarded a Foundation Scholarship (Ambassadorial Scholarship) and studied at the University of Liege, Liege, Belgium. Dave is a Major Donor and served District 7530 as District Governor for 2006/2007.

Dave resides in a 1912 Arts and Crafts home in the South Park area of Morgantown, West Virginia.
